Many sites with large ticket items either paid by a stolen card and sent to some obscure address
OR
Good card but sent to another address and once they know it is in route they cancel the transaction through their card company
Good luck in verifying that the order was received

Oh dear, I didn't think of that.
Then I better work out how paypal is not recognising the billing address.

I did as per your above post. It seems that just by pass the Confrim Address.
This is what i have done
a. Billing Address in Zen cart = Paypal=my credit card company
order processed successfully
b. Billing Address in Zen cart <> Paypal <> my credit card company
order processed successfully.
I am new to this, so I might have confused myself. If I flick the confirm address switch to True, does Paypal check the address in Zen cart against my address held by credit card company, right?

if the money has reached my paypal account and they decide to cancel the card, would paypal take the money out of my account and return to the credit card company?

If the "Require confirmed address" switch is set to true, then PayPal will not allow the customer to complete checkout without selecting a shipping address that PayPal has confirmed as valid (usually by them doing AVS checks against a valid credit card).

Kobra - isn't that a bit risky to do business using paypal??? Anybody, even legit customers can cancel their card anytime. If I have already sent the goods, I will be totally messed up.
Drbyte - I think there's a problem with the address held in paypal. State in payPal is held as full name ie, Northern Territory, while the credit card company has it as "NT".
No matter how many different senerio I tried, they all failed.
Is there a viable solution?

PayPal or even a gateway processor will have the same issue
It is your responsibility to check the orgin of the order IP address
Yje card address and the ship to address
I normally would not fulfill any order where these did not make sense
As in an order IP for country one
A card address in some other country
And a different ship to address
There are paid services to do this for you
CC Fraud services
Not a recommendation but one is MaxMind
Google for others to compare or just do it yourself
