Paypal Payment Module Problem

I have Paypal and Check / Money Order payment option enabled. The problem is, a small amount of my customers are not seeing PAypal, Its not showing up, I have seen screenshots. They can only see Check / MOney order and no radio buttons are displayed either.

Anyone ever had this problem?

I figured out my problem, I restricted the PayPal payment module to a zone. Therefore anyone not in that zone did not see that module.
