Looking at the log files, I was able to determine that it was an offending blank line at the end of a configure.php file that somehow got there when I edited it last week.

It's been a LONG time...

I've done everything but look at the error log, that's on that list, to no avail yet.

I switched the "Force cookie use" back to False, which did not help.
