Does this template allow color changes or replacing colors with backbground images in header bars (sidebox header, main top header etc)?

I used the color change plugin. Looks like it does not change for ipad portrait mode and also for some phones. Some parts get the new color but some others, especially top navbar, don't get. Strange.

I am trying to install 155f, now I am 154. In a test folder,

-I installed fresh 155f with 1 click install,
-changed its database prefix to that of the old,
-changed config files....
