I just re-downloaded the files, extracted them to my desktop, and moved the USPS.php files from the two locations into their proper file folders. Now they have dates of just now under date...

The date and time for modules/shipping/usps.php is 2/3/2017 5:47:00 PM
Date and time for languages/english/modules/shipping/usps.php is 2/3/2017 3:41:00 PM

I will point out that I am using a "sand box" copy of ZC. We have renamed it on our server to ZB so that we can test such things and not mess up our live versions or have something to come back to.
