Problem solved, it looks like Dual pricing is not compatible with 1.5.7b, Uninstalled this and lo and behold my Place order button appeared :)

Yes This is my problem, I am not sure which file to look at to rectify the problem, I dont have the place order button as you see in my picture. Which code/ file/ display should I be looking at?

Im using with 1.5.7b. Is there any way of changing the button that says Change the status to 2 - Processed, to my number 3 state which is "shipped"

I have wholesale prices in my store using the dual pricing add on and I have zencart 1.5.5. Is there a way of getting your pluggin to increase the wholesale prices as well as the retail?
