I am using PayPal Express Checkout only, with the Responsive Classic Template and not aware of a template override version of tpl_checkout_one_default.

disregard the link to my website I had to downgrade to 1.07.

I am running ZC 1.5.5a and just upgraded to 1.08 from 1.07. Everything looks fine in the admin showing the proper version, However the payment options don't appear at checkout so I get the error...
