Any details about your server configuration would help, like are you using a dedicated server, a dedicated server with virtual hosts, is there a control panel like plesk or cpanel? DNS / Hostname...

Ok, 1) removing/uninstalling both paypal payment modules 2) applying the March 21, 2007 patch and 3) re-installing the paypal modules -- worked!
Especially if you unzip the files into the right... -

I am having the same issues. I'll try installing the latest paypal patch. I cleared my browser cookies as well.
