Yes it does. But I can't see that this would cause the problem since the error occurs on the last statement of the included "fresh install" sql file which I copied the text from before pasting it...

Running a clean install of ZC 1.3.9h.

I'm trying out the Free Shipping Options module and it's looking OK until it comes down to the COD Fee.

Even though it is setup to apply the COD Fee it doesn't when choosing Free Shipping...
