They took a look at my site, and aware that the correct check out should not force to create a new account. Yet, no solutions came up except point me to you guys.

I made the change, the out come is the exact same as in the original post.

Both shots were on the same check out page,
continously one whole long page includes:
1, login to pp
2, or pay with cc, fill in payment info
3, create pp acount

no other buttoms that link to...
