I don't know if it will fix your problem but it fixed mine - this was to do with the tax rates not being added onto products_price_sorter.

I edited the function zen_update_products_price_sorter()...

From what I can tell the products_price_sorter does not include tax.. so if you have some products with tax and some without you will get unusual results.

If you only show the field for specials price including tax then it gets ignored. The same goes for the normal price. You need to have both fields showing on the form.
