I haven't had this problem with ZC, but other PHP scripts - if a .php file is saved with the wrong encoding/charset, it can mess up the special chars... Since you say it's...

My first contrib for ZC - probably contains errors... BACK UP!!!
It deals with a small bug in 1.3: if there's an apostrophe in the product name, ZC search won't match it. A HTML comment placed...
The fact that you CAN put apostrophes in the title (and not break most things) demonstrates that ZC has come a long way. I know from experience that those little guys can cause enormous headaches.

Try checking the two boxes "add drop table" and "add if exists" when you export from phpMyAdmin.
Alternatively, whack (drop) all of the tables in your offline DB before importing......

Sounds like your host has set up of your riles read/write to apache?
If includes/configure.php is indeed 644, and your host will not allow 444(!) - then it appears that it is not possible to have...
