Got it fixed.
Reinstalled both payment modules.

I removed both the Express and the Pro and installed the standard and it does the same thing.

I have both express and pro showing green and nothing else checked in payment modules.

When I go to checkout all I get is check/money order. Neither of the paypal modules show.

That was the problem.
It "looked" like the file download was setup but it was not.
