I seem to have gotten this working. I edited the Puerto Rico Zone and changed the country from the US to Puerto Rico. This makes UPS happy.

I'm using Zen Cart 1.38a.

I'm trying to setup my shipping as follows:

Lower 48 states - free

Is it possible to only allow customers to purchase once a month, like they are paying on a monthly subscription fee?
