The issue was that it was operating in debug mode. Changed that in admin settings and now working properly.

Paypal Express taking 45 seconds to direct
Recently installed 1.5 and everything is working well except upon clicking Paypal Express Checkout, it is taking 45 to 50 seconds to connect/direct to the Paypal screen.
