I've got a zencart set up for a non-profit group. It's the kind of situation where you can donate X amount and get a shirt, or a bit more and get a mug, that kind of thing.

That's correct. If they select one or more tickets there's exactly one service charge. If they select anything else and no tickets, there's no service charge.
