Unless you have some 50-80+ attributes on a given Product, you should not see a time issue despite the number of querries ... unless you are on a server that cannot handle your database or is not...

To change the Attributes to below the description edit the product _info page you are looking at and start by adding border="1" so you can see ...
Then alter where the code goes ... be sure to use...
At this time ... attributes follow the tax rule of the Product they do not have their own setting ...
If you have display tax enabled ... and the person is logged in and should be taxed ... you should see tax on both the products_price and the attributes prices ...

If you set the Minimum to 10 and Units to 10 ... you can then configure the Discount Quanties ...
Customers will have to buy in units of 10 and the discounts will apply based on how many they buy...

You need to change the sort order of the Option Names ...
Then check the setting in the Configuration ... Product Info ... for:

Yes sorting works per Option Name and per Option Value within the Option Name ...
Note: there are also Default Sort Orders on the Option Values ... this let's you update all values on a Product's...
If it is the same Product, you can use the Quantity Price Discount on the Product Price Manager ...
If you use anything except the defaults for Min/Max/Units then you will see the setting for Mixed
Otherwise when using the defaults the Mixed On/Off does not show ...
If you are using Min/Max/Unit the Mixed ON or OFF is an indicator that you can mix together or not mix together the attributes to make up the Min/Max/Unit
I would probably make 2 products 8" and 10" candles ...

All products have a master_categories_id
The master_categories_id is a field in the products table of your database.
This is managed by the Admin for you.
However, if you import products...
Look at this product via phpMyAdmin ...
Check and see what its master_categories_id is set to and make sure it matches the categories_id that you put on sale.

Not sure when I can peek but maybe someone will have some time and seeing the actual data does help vs a screen shot ... :)
