The error was in the free shipping module. The option for amount for free shipping had to have a dollar amount in it.

Yes, zones are setup to match the test user account. However the "set order status" is at default. would this make a difference? i also have deactivated shipping modules.

Need to add COD to my check-outs. I have enabled the module and made the correct zone changes but the COD option does not show up on payment pages? Can anyone help?
