Did you originally have it in htdocs when you were getting the errors?
What does your Apache error_log say? It will be kicking out an error entry for this. It should shed some more light on the issue.
Well I found the issue. It seems that session.autostart was turned in my php.ini, after turning it off and restarting apache the problems went away.
Make sure you didn't accidently change the permissions on the /admin folder. It should be set to 755. Also make sure that /admin/includes/configure.php is set to 644.
