I am using Paypal EC and have copied though the files contained in the 1.3.9h download. Site is 1.3.9h updated - and db upgraded. Many other mods - mostly shipping and alternative SagePay payments...

I've waded through the various zen cart pages but cannot locate where to make changes so that total tax is reported at checkout not the breakdown of individual taxes.
