Just saw this - not sure what improper things we could be doing. We’re just an API returning the tax amount due.

It looks like the parameter may have been updated on the PayPal side at some point.
It should be PAYMENTREQUEST_n_TAXAMT
So in your case, try
[PAYMENTREQUEST_0_TAXAMT] => 0.08
...
