It was fast_easy_checkout that was causing the problem, so I got rid of it :P

It is now working perfectly so far as my tests so far...

Don't get me wrong, it works fine - it's just that it's selecting zone2 by default in the checkout, GB customers have to click the radio button to have shipping to GB to take effect - a lot probably...

In zone1 I have GB.
I have used 00 for zone2.
I have left zone3 blank.
