That file is not a file in a default install of Zen Cart. You better ask in the support thread of the module you used from which that file originates. I also fail to see what this has to do with the...

If you go to Localization => Orders Status do you see for each status a Dutch and an English flag ?

Are there any error log files in your logs folder, those probably have clues in them what is wrong with the language files
