Admin->Configuration->Customer Details

Changed both "State" and "State - Always display as pull down? to true" and it resolved the problem

I think I've figured what is causing the problem, but I'm unsure of how to fix it. When registering as a new customer you are not prompted to input a state and therefore there is not tax zone linked...
