Never mind, talked to my host and they provided me the code for romanian locale.

Problem solved. Go to phpMyadmin, check "tax_rates" from your database select "Empty", click ok and there you have it, no more taxes.

I found the answer my host doesnt have locale ro support installed.

See if your server let's you keep .htacces in your folders. In my case that was the problem, i removed .htacces from includes and it worked.
