Just do a search in that file for "no_shipping" you can do Ctrl+F to use the search function. Just add the "=2" if what you say is correct.

Go to Configuration --> Customer Details then Customer Approval Status and set this to 3.

Customer Approval Status - Authorization Pending
Customer must be Authorized...
