I am not aware of any changes by my host though I have contacted them to at least set open_basedir to disable.

I am running ZC 1.3.7 and I just got an email from a customer who couldn't check out. After looking into his issue I found that checkout has stopped working altogether! I haven't made any changes...

I have reorganized and sorted the data by county so now it is: County, City, Tax. I am not adverse to setting tax using county if that will make it more accurate.

I am using zen cart 1.3.7 and was using an older version of Google Base Feeder. I attempted an upgrade to 1.7.1 but when I go to Tools -> Google Base Feeder I see this:
