You see, the customer does not want that. They want people to still "add to cart", but when they completed their "order" the list must be e-mailed to them so that they can send a quote to the customer manually.

I'm doing pretty much the same thing right now...
I've got the products all set as downloads, but with no download files associated. That way it skips shipping details in the checkout process.
For the payment system, I'm using Offsite Payment with a few simple changes to the displayed verbiage to explain that we're just taking quotes and will contact them back to negotiate/iron out details/get shipping info/etc. Then just disable all the other payment modules.
That should get you to about the point you want...
