We need to add a temporary surcharge for shipping (a flat rate) based on the ship-to state (additional $10 for second day air to specified states). We are using a shipping table (rates based on total order value) where the rates are the same regardless of location.

What is the best (easiest) way to handle this? I'm limited in my programming skills.
