Pending Approval

Is there more that I need to do to make it so that a customer can browse with prices but not order? I changed that status on myself and it was still going to let me order. Also, is there a way to make "Pending Approval" the default for new customers?

What exactly have you set for this??

admin > config > customer details > Customer Approval Status - Authorization Pending > set to "3"

3= Customer May Browse and May see Prices but Must be Authorized to Buy
