Product Price Manager: Applying Qty Discounts dilemma

Got a problem with applying quantity discounts via the Products Price Manager. I want it where if they order 4 or more boxes of product, they get a discount but what's happening instead is if I order an item it just takes everything off instead. So how do I set it up where when there's a minimum of 4 items ordered, a 25% discount occurs?

I could be wrong, but under the quantity discounts in attributes you should just be able to set the minimum quantity discount to 4 and discount value 25 and choose percentage from the drop down. That way when they buy 1 to 3 items it applies the normal price, when they buy 4+ it applies the 25% discount.
