Wrong default handling fee selected

For some odd reason, my store has suddenly decided to select the second lowest cost handling fee instead of the standard fee. Is there a way to always default to the handling fee. Where do I hard code it, if need be? Here's my handling fee setup:

0.00,10.00,20.00,30.00

Handling Fee Description
Standard,Three Day,Two Day,Next Day
