save the file to includes/languages/ENGLISH/CUSTOM/header.php

Is your template file called CUSTOM?

You should replace the CUSTOM with whatever template name you are using, ie "classic" "darkness" "mytemplate" whatever the name of the file that contains your template css is the name this CUSTOM should be given.
