Free Shipper not activating

Hi I've just finished my cart at www.misterpaterson.com/catalog and it's all working just fine except for one problem...

I'm offering free digital downloads but if you are only ordering free products and your order total is £0 you can see

Sorry, we are not accepting payments from your region at this time

My free digital downloads are set up as:
1. Product is free
2. NOT virtual
3. NOT always free shipping

I have zones shipping installed so uk is zone 1 europe zone 2, everywhere else zone 3 and that works for any country as long as oder is more than £0.0

I have tried installing free shipping options and configuring it to activate for orders where order total <= 0.00 but i still get that error

I have also just tried installing free shipper although im not quite sure what that does and I got the error again.

I have no zones set up and all my products are set as taxable items but with no rates set up (it doesnt work if i set tax option to none though either)

Oh I should mention that digital downloads with a prive more than £0.00 are working and even with free digital downloads you can complete the transaction and get your free download if you ignore this message but I want to get rid of it in case it puts people off. It seems from what I've read that this message comes up when no shipping module meets the criteria for that order but I'm not sure what shipping options to configure.

Your Shipping Appears to work fine as there isn't a checkout_shipping in the checkout ...

However, your Payments are not working right as they are setup incorrectly ...

In order to checkout, there must be a method of Shipping and a method of Payment ...

Your Shipping method is fine as it is "skipped" because of the Download ...

Your Payment method does need something ... try installing the Zen Cart Free Charger freecharger so that the checkout can be completed ...
