Ship only to specific list of airports?

I have a client who wants to sell large packages of frozen Alaskan fish on her Zen Cart, and it can only be shipped to and picked up from specific airports. I have a list of the airports, which I'll need to manually enter somewhere in Zen Cart. But I don't know where to begin.

Everything I've been able to find addresses shipping only in general zones. Is there a way to allow shipping only to a specific list of airports? And, can I block a customer's ability to order anything unless it's to be shipped to one of the airports on my list? Is there a module that can do this? Is it built in, but I'm just not thinking about it correctly? Please help!
