Ok. I don't know if i'm just overlooking the answer or what. But I can't seem to find how to put in the access key and/or developers key in the admin area so I can use the UPS module. I have a UPS webonline tool, but I just don't know what to do. Any suggestions?

You'll need the 3rdparty addon UPSXML module which is available in the wiki.
The built-in UPS module does not support the webonline keys, due to UPS licensing issues..
