Customise shopping cart with message

I wish to display a message reminding customers of free delivery at the bottom of their shopping cart (the products in their cart) every time. Can anyone tell me which file I can add a line of HTML code into to achieve this?

If this is the page I think you are referring to then add to a copy of tpl_shopping_cart_default.php

This file is in includes/templates/template_default/templates

As Kobra suggested, remember to override as
includes/templates/your_template/templates/tpl_shopping_cart_default.php
