Shows price with tax to guest, without tax if logged in

The title sums it up: my shop shows prices including tax to guest, but if you log in it shows prices without tax, and theres no tax on the invoice, nor does it tax shipping (although it should).
Also it doesn't show price incl. tax in admin.

Conf > my store - configured to show tax for both user and admin

All taxes and zones are configured properly (as far as I can tell).

ZC 1.3.8.
using Zone Rates for shipping options, think it could have something to do with this

I have 2 countries (deleted all other), and 2 zones of same name as the countries, with taxes configured and defined as taxable.

Had to do it that way so I can use Zone Rates addon to have 2 different shipping rates to my country, ZR only recognizes country codes so I had to define my 2 zones as countries also.

Somewhere here is the problem.
