Duplicate Table Rate Module

I have set up tables and only have one issue.

My shipping is calulated by weight, and when a products weight is under 4 lbs it calulates at 4. so if a item was 1.2 lbs the shipping shows it as 4.2 lbs.

does anyone know where this is set?

figured it out.. under configuration then shipping/packing... tara set and needed to be set to weight only.
