Where does the Title Tag go?

I have read that the Title Tag for a website is important for search word matching. It is also the title that appears at the top of the browser when someone types in your domain name.

I used the HTML tab <title> Restaurant POS Systems</title> at the top of the define_main_page.php.

Is there another location where this title tab should go?
