how do you find out what the tax is for all the zones? and how does this work for states? does each state get a different zone and what about other countries across the world?

according to the tax authority in texas, im required to only withhold sales tax for orders shipped to texas. is this the same for everyone else? or do you guys charge taxes for all the US
