Default Order Status For Zero Balance Orders
When an order's balance is zero, this order status will be assigned to it.

To be set to Delivered ...

Does this change things? It is reminding me of one of the many, many, many bugs in v1.3.7 that have been fixed in v1.3.7.1 thru v1.3.8 ...
