Footer Banner refuses to Show

Hello,
What else can I do in order to show wide-banner in the footer position 3, I did this:

Configuration/Layout Settings :

Banner Display Groups - Footer Position 3 = Wide-Banners


Tools/Banner Manager:

All are Green.

And still the footer banner does not shows

Which banner do you have activated? Exactly what are your settings in both the Banner Manager and Layout Settings?
