Adding an image for the header and footer of center column

My site does not appear to be using the tpl_index_default.php at all. I've tried to change the template_default file and the div still does not show up. How would I found what is controlling the center column?

Is the file in your override directory? If not, you will need to copy the one you've modified into your override. That's the only reason I could think of that it's not showing up.

It's in my ../includes/templates/stainless_steel/templates folder.
