I would like to add graphic tabs under the main header/logo area, I don't want to use the tabs generated by the cart. What file would I alter?

/includes/templates/your_template/common/tpl_header.php would be the file to edit (copy it from
/includes/templates/template_default/common/tpl_header.php.)
