when my customers buy something from my store they do not get notified

as far as i am aware paypal is set correctly , is this a problem with my zencart settings, please help

In your image I see two areas that relate to your problem.
1. Payer Status: unverified
2. Status: packed (5) - drop-down list at page bottom
The first I presume, is returned from PayPal as it applies to the person's status with PayPal.
The second looks like a Custom setting but should be manually used "after" the Order has been marked as "Delivered". Do you mark Orders as "Delivered" at some point?

2. as the ordereds are posted i marked them dispatched.
the thing that worries me is the customer is not notified on the completion of there paypal payment (surely they should be notified?)

We must be exact in our Terminology. I have no idea what "dispatched" means but I know what the 4 default status in Zen Cart mean; and what they do.
Do you manually at some point, mark your Orders as "Delivered"?
I think you'll find that the customer was notified correctly.
If you look at the table, there are two Processing states, both of which have the exact same time.
The customer only needs *one* email saying their order is being processed. Therefore, it's normal that there's a red cross for one of them.

Steven300 is correct.
The first entry contains the customer's comments submitted with the order, if any. It is marked as "notified" because the customer was sent an email confirmation of the order at the time it was submitted.
The second entry is added almost immediately after the first, and is added for the benefit of the store owner. While the customer benefits also, imagine the potential confusion if the customer received yet another email about their order, only saying the PayPal confirmation details ... as well as the email from PayPal telling them of their purchase, all in addition to the main order confirmation email.
The red "X" is probably what alarms you most. That may change in a future version of Zen Cart, since it seems to confuse some people.
