How to set handling fee only without shipping cost

Hi,

Is it possible for me to only apply handling fee for 3 different zones within one country with each zone having a different fee?

Example, upon check out the customer they may choose the following zones:

Zone A = $20 handling fee
Zone B = $30 handling fee
Zone C = $40 handling fee

We do not need to charge for shipping or use the existing shipping modules because we will be delivering the goods ourselves.

You can set the Zone charge to:
10000:0.00

Then set the Handling Fee ...

There is an add-on that let's you build your Zones ... Zone Table or something along that line in the Downloads ...
