Don't want to charge tax on shipping

I've searched high and low and no solution so far. I am charging Missouri sales tax on purchases shipped to MO addresses. I want to charge tax on the purchase price only, and not on shipping and handling, but it does this automatically.

I'm just sure it's something simple I've missed, but I've gone over it and over it and cannot find it.

Here are my particulars:

1. What are your store settings for these set to?
Admin->Configuration->My Store
a. Country/Zone = USA/MO
b. Basis of Product Tax = shipping
c. Basis of Shipping Tax = shipping
d. Display Prices With Tax = false
e. Display Prices With Tax-Admin = false

2. What Zone Definitions have you created?
Admin->Locations/Taxes->Zones Definitions = Zone name: Missouri, Zone Description: Missouri local Sales Tax Zone

3. Inside each of those zone definitions, what country/zone combinations have been selected?
Admin->Locations/Taxes->Zones Definitions, click on "Details" button for each zone = United States/Missouri

4. What tax classes do you have?
Admin->Locations/Taxes->Tax Classes = Taxable Goods

5. What tax rates have you created?
Admin->Locations/Taxes->Tax Rates = Missouri 7.725%

6. What tax class have you associated with your products?
Admin->Catalog->Categories/Products->click on a product to edit it = Taxable Goods

7. What tax class have you associated with each of your shipping modules?
Admin->Modules->Shipping = Taxable Goods

If you don't want to ever charge tax on shipping, set the shipping module's tax class to --None--

It took me a minute to find it, but this is where it was (assuming you're using the "per unit" option as I am, but if not, look in the option you are using for your store):

Admin>modules>shipping>per unit>tax class>--none-- .
