Shipping modules not working

I have just updated this site.
I started testing and find out that shipping estimator not working.
There are only 3 modules installed: UPS, USPS, and store pickup.
Only store pickup shows in shipping estimator.
The other modules show green in Admin and are correctly installed.
What am I missing?
You can do a test by selecting any product, adding to cart, going to checkout and clicking on shipping estimator.
Please help.

Did you uninstall and reinstall the modules after upgrading?

Yes, I did that just before upgrading to 1.3.8a.
This latest update was for customization, mods, etc., not version changes.
This problem was actually caused by haste, I missed to input the zip code for testing, thought the state name was enough.
My bad.
However it is only showing UPS, not USPS, guess I'll give them a buzz tomorrow (today is already too late), and will let you know how it went.

Another question, not entirely unrelated.
Is it possible to change the background of the shipping estimator pop-up window?
Reason being that it shows a dark background and makes the results difficult to read.
This dark background works OK for the site, but not for that window.
