Sorry for lack of info,
I am upgrading from 1.3.7 to 1.3.8
It happens when I choose the 1.3.7 to 1.3.8 upgrade check box and hit upgrade database now.
And yes I am using the zc_install database upgrade, from the upgrade button that shows up after the license page.
